Webinar Description:
The session will focus on how Florida economic developers may use economic impact analysis to fashion incentive packages for their economic development projects. The discussion will highlight the best practices to evaluate local tax exemptions, tax rebates or other incentives, including using rate of return and payback period analysis for incentives.
An economic impact model that may be used by economic development organizations will also be demonstrated.
Plus, questions on participants’ economic development projects will be answered by the presenters. This webinar will present the best practices to evaluate tax abatements, tax rebates or other incentives. Participants will learn how to compare the value of proposed incentives to the revenues that a project will generate for a community using a rate of return and payback period analysis.

About Mary Jane Stanley:
Mary Jane Stanley (MJ) is President of Stanley Advisory Associates, a Tampa firm specializing in a variety of economic development and downtown development areas including strategic planning; organizational management and restructuring; business development and retention strategies; and economic and fiscal impact modeling.
MJ created Stanley Advisory Associates in 2009 after spending 10 years as the President & CEO of the Pasco Economic Development Council. She has over 25 years of experience in both the public and private sectors.
MJ has published numerous articles on economic development and the certification process. She is Vice Chair of IEDC’s Education and Certification Committee; and she is a presenter at various professional development courses for IEDC and FEDC.
MJ has a BA from the University of Florida and a MBA in Real Estate Development and Management from Nova Southeastern University. She is a Past Chairman of the Florida Economic Development Council. In 2008, she was named Economic Development Professional of the Year in Florida.

Paul Scheuren has conducted numerous economic impact analyses and developed many economic impact analysis computer models for clients in Florida and in other states.
Prior to joining Impact DataSource, Paul worked as a compensation analyst at the Texas Association of School Boards where he supported compensation consulting projects and helped streamline data analysis for a statewide salary survey.
Paul has a Master of Arts in Economics from Clemson University, as well as a Bachelor of Business Administration in actuarial science from Temple University.
